Heat Pumps
If your only fuel choice is electricity, then heat pumps are usually the most energy efficient form of heating available, giving as much as 4 kW of heat for every kW of electricity used.

There are several types of heat pump available:
Air to Air Heat Pumps are the most common type, are inexpensive, and work by taking heat from the outside air and pumping it into the indoor air; exactly the reverse of an air conditioning system in the summer, which is why they're also known as reverse cycle heat pumps.
Ground Source Heat Pumps take heat from a drilling into the ground, and transfer it to the indoor air. The advantage is that because the ground is at a constant temperature below a certain depth, they remain effective and efficient regardless of the outside air temperature, but they can be expensive to install for many normal commercial applications, and pay back periods can be quite long.
Air to Water Heat Pumps take heat from outside air and transfer it to water, which is then used as it would be from a boiler. These heat pumps are very efficient when no other fuel is available, but can't generate the temperatures that other methods of heating water can, possibly requiring larger radiators.
